Moved—"That the Order of the 12th of March last, 'That no Provisional Order Confirmation Bill brought from the House of Commons shall be read a second time after Tuesday the 26th day of June next,' be dispensed with, and that the Bills be now read a second time."—(Lord Harris.)

THE CHAIRMAN OF COMMITTEES (The Earl of MORLEY)

There have been a great many Bills this year—a larger number than I ever remember in any previous session — in connection with which this Standing Order has been dispensed with. I quite admit that the delay is not so much the fault of the Local Government Board, but I must warn my noble friend that if there is any opposition I cannot undertake to have the Bills referred to Select Committees. There are a number of unopposed Bills yet to be dealt with.
