My Lords, in moving that the Standing Orders be dispensed with in regard to these nine Provisional Order Bills, I would point out that the delay in the introduction of the Bills has not been due to the Local Government Board. There was some delay by the printer, which, added to the abnormal length of the Whitsuntide recess and the fact that there was some opposition in the House of Commons, accounts for the late period at which the Bills come up to your Lordships; but I understand that the Chairman of Committees has no objection to the Standing Orders being suspended.
