House in Committee (according to Order).

Clauses 1 to 9 agreed to.

Clause 10:—

LORD DE RAMSEY

I understand from the noble Lord who has charge of this Bill that he has not yet seen the Amendment which stands on the Paper in my name. I therefore, with your Lordships' permission, propose to postpone it until the Third Reading stage.

LORD JAMES OF HEREFORD

I am obliged to my noble friend for allowing his Amendment to stand over. I wish to confer with the Board of Trade before giving him an answer with regard to it.

LORD AVEBURY

I have a couple of Amendments to this clause, but for the reason just given by the noble Lord opposite I will bring them forward at the Third Reading.
