My Lords, there is rather an important Amendment in the second clause of the Bill. Your Lordships will recollect that when the Bill passed through this House considerable objection was raised to a clause under which we took power to make arrangements with Volunteers by which they might be liable for service beyond the limits of the United Kingdom. On further consideration we have decided not to press that clause, and it has been emitted from the Bill.
