§ Treasury Minutes, dated 20th April, 1900, declaring (1) that Mr. Alexander Hendry, postmaster, Buckie, Post Office Department, was appointed without a Civil Service certificate through inadvertence on the part of the head of his Department; (2) that for the due and efficient discharge of the duties of the office of Secretary to the Department of Agriculture and Technical Instruction, Ireland, professional or other peculiar qualifications not ordinarily to be acquired in the public service are requisite.
