Motion made and Question proposed— That this Bill be read a third time."—(The Lord Chancellor.)

My Lords, I beg to move that this Bill be read a third time, and in doing so I desire to explain some observations I made on this Bill which appear to have been misunderstood. As your Lordships are aware, certain official documents have to be authenticated and made evidence by an official stamp, and the tribunal which receives these documents has to be satisfied that the stamp is such as is required by the Act of Parliament. I stated in regard to the certificate in this case, which was issued under the Seal of the General Registry Office, Dublin, that it was not properly stamped. I now find that it is stamped, but that the stamp is so faint that it can only be seen by holding the document up to the light, and could, with a little moisture, be erased altogether. I think those who are responsible for the issue of these documents should in future take care to make the authentication in a more distinct form, which will prevent similar mistakes again occurring.
