THE PARLIAMENTARY SECRETARY TO THE BOARD OF TRADE (The Earl of DUDLEY),

in moving the Second Reading of this Bill, said it was absolutely identical with that on the same subject which was read a Second time in their Lordships' House last Session. He proposed to ask the House to take the same course with regard to this Bill as was taken with regard to the Bill of last Session, which after the Second Reading was referred to a Select Committee, because it was thought right that some of its provisions should be considered and scrutinised in the light of direct commercial evidence. Unfortunately, owing to want of time, that Committee did not finish its labours, and therefore he asked the House to give the Bill a Second Reading now, in order that the Committee might be reappointed and continue the work it began last Session.
