I wish to ask a question about a Bill down on the Paper for To-morrow which interests Irishmen considerably—the Municipal Franchise (Ireland) Bill. I do not see present the noble Lord who has charge of the Bill, but if he is present perhaps he will tell the House whether he intends to go on with it.

The noble Lord is here, and he has every intention of bringing it on.

Surely it would not be considered non-contentious?

I do not understand there is any regulation which prevents contentious Bills from being brought forward.

I have heard that no contentious Bill is to be brought on before the Dissolution. I do not know how far that is true.
