§ THE LORD CHANCELLOR,in moving the Second Reading of this Bill, said it had passed through the other House, and it was to enable the Court of Justiciary and the Court of Session in Scotland to regulate the fees in those Courts. The present powers for doing so did not appear to be altogether sufficient.
