* LORD BALFOUR, in moving the suspension of the Standing Order in order to enable this Bill to be read a second time, said that the Bill was introduced into the House of Commons on the 17th May, and was read a second time shortly afterwards. The reference to the Commons Committee had not taken place for more than a month. One Order was opposed, but after negotiations that opposition had been withdrawn, and the whole of the Orders were now 654 going through Parliament as unopposed Orders.
§
Moved,
That the Order made on the 5th day of March last, 'that no Bill brought from the House of Commons confirming any Provisional Order or Provisional Certificate shall be read a second time after Friday, the 28th day of June next,' be dispensed with, and that the Bill be read 2*;
§ Agreed to.
§ Bill read 2* accordingly, and committed to a Committee of the Whole House to-morrow.
