LORD ROMILLY moved to add at end of Clause 1 the proviso which he had referred to on the second reading, enabling persons not members of the Society of Friends to be married in accordance with the usages of the Society, on a certificate by a registering officer of the Society produced to the Superintendent Registrar or Registrar of Marriages.

Proviso agreed to, and added to the clause.
