The noble Earl stated, that the farmers were living on their capital, that the labourers were in a state of starvation, and he strongly recommended the petitions to their Lordships' notice.

The Petitioners were most respectable, the noble Earl said, and many of them were personally known to himself. But he could not concur with them that this small additional duty of two-pence per gallon would do them any injury. He approved of the measure for removing the Duty on Beer and augmenting the Duty on Spirits, which, in his opinion, would do no injury either to the grower of bailey, or to the distiller.
