§ Report from the India and Burma Orders Committee, That they have examined the Draft Orders as required by the Standing Orders of the House; that in their opinion the provisions of the Orders raise important questions of policy and principle which have been accepted already by the House when passing the Government of India Act, 1935, and the Government of Burma Act, 1935, under which the Orders are submitted for approval; that, although the Orders reproduce substantially the existing electoral rules made under the Government of India Act, the Orders are not founded on precedent inasmuch as no similar Orders have been presented under the Acts of 1935: that in the opinion of the Committee the Orders cannot be passed without special attention but that no further inquiry is necessary before the House proceeds to a decision on the Resolutions to approve the said Orders:
