Motion made, and Question, That the vehicles (Excise) Act 1971 and the Vehicles (Excise) Act (Northern Ireland) 1972 shall have effect, in relation to licences taken out after 19th March 1985, with the amendments set out below. But this resolution shall not authorise the making of amendments which would result in different provisions being in force in different parts of Great Britain. And it is hereby declared that it is expedient in the public interest that this resolution should have statutory effect under the provisions of the Provisional collection of Taxes Act 1968. (1) For the provisinos of Part II of Schedules 1 to 5 to each of the Acts of 1971 and 1972 (annual rates of duty) there shall be substituted the provisions set out below:

(2) In section 2(1)(b) of each of the Acts of 1971 and 1972 (six month licence for vehicles with annual rate exceeding £18) for "£18" there shall be substituted "£35".

(3) In section 16 of the Act of 1971 (rates of duty for trade licences) in subsection (5), including that subsection as set out in paragraph 12 of Part I of Schedule 7 to that Act, for "£44" there shall be substituted "£46".

(4) In section 16 of the Act of 1972 (rates of duty for trade licences) in subsection (6), including that subsection as set out in paragraph 12 of Part I of Schedule 9 to that Act, for "£44" there shall be substituted "£46".

(5) In the heading of Schedule 1 to each of the Acts of 1971 and 1972 and in paragraph 1 of Part I of each of those Schedules (annual rates of duty on certain vehicles not exceeding 425 kilograms) for "425 KG." and "425 kilograms" there shall be substituted respectively "450 KG." and "450 kilograms".

(6) In each of the Acts of 1971 and 1972, in paragraph 6(1) of Part I of Schedule 4, for "£67" there shall be substituted "£75".

(7) The following shall be substituted for paragraph 6(2) of Part I of Schedule 4 to the Act of 1971— (2) If a farmer's goods vehicle or a showman's goods vehicle has a plated gross weight or a plated train weight, the annual rate of duty applicable to it shall be—

  1. (a) if that weight does not exceed 7.5 tonnes, £90;
  2. (b) if that weight exceeds 7.5 tonnes but does not exceed 12 tonnes, £135 in the case of a fanner's goods vehicle and £90 in the case of a showman's goods vehicle; and
  3. (c) if that weight exceeds 12 tonnes, the appropriate Part II rate."

(8) The following shall be substituted for paragraph 6(2) of Part I of Schedule 4 to the Act of 1972— (2) If a farmer's goods vehicle or a showman's goods vehicle has a relevant maximum weight or a relevant maximum train weight, the annual rate of duty applicable to it shall be—

  1. (a) if that weight does not exceed 7.5 tonnes, £90;
  2. (b) if that weight exceeds 7.5 tonnes but does not exceed 12 tonnes, £135 in the case of a farmer's goods vehicle and £90 in the case of a showman's goods vehicle; and
  3. (c) if that weight exceeds 12 tonnes, the appropriate Part II rate."

(9) In each of the Acts of 1971 and 1972, in paragraph 7 of Part I of Schedule 4, for "£90" there shall be substituted "£100". —[Mr. Lawson.]
