THOMSONasked the President of the Board of Trade if, in the case of complaints made under Part II of the Safeguarding of Industries Act which are dismissed by him without reference to Committees, he has decided not to lay any Papers before the House, whereas, in the case of complaints which are referred to Committees and unfavourably reported upon, he still intends to publish Reports; and, if this is so, what reason exists for making such discrimination?
§ Mr. BALDWINThe answer to the first part of the question is in the affirmative. As regards the second part of the question, I would point out that the proceedings of the Committees of Inquiry are public, and there is therefore a clear distinction between the Reports of the Committees and the Departmental conclusions on complaints which do not form the subject of public inquiry.
