Reference to the Articles mentioned will show that it is misleading to suggest that the Reparation Commission have power to enforce economic cooperation between the successor states. Such co-operation was, however, the 1395 object of the Conference held last October at Porto Rose, which His Majesty's Government did everything possible to encourage. I hope that the results of the Genoa Conference will contribute to the same end.
