§ The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Cecil Harmsworth)Reference to the Articles mentioned will show that it is misleading to suggest that the Reparation Commission have power to enforce economic cooperation between the successor states. Such co-operation was, however, the 1395 object of the Conference held last October at Porto Rose, which His Majesty's Government did everything possible to encourage. I hope that the results of the Genoa Conference will contribute to the same end.
