§ Earl WINTERTONYes, Sir. Six other provinces have passed similar Acts. But the conditions under which the local authorities may introduce compulsory 1976 education, if by a two-thirds majority they desire to do so, entail adequate provision in each case for finance, school accommodation, and the training of teachers.
