asked the Under-Secretary of State for Foreign Affairs whether a sum of money, and, if so, how much, has been paid to Mr. Gibson and Mrs. Froom for services in Petrograd in 1918, 1919, and 1920; what was the nature of these services; how was the amount arrived at; and at what rate of exchange?

In recognition of their distinguished services in assisting British subjects in Petrograd between 1918 and 1920, ex gratia grants of £2,000 and £1,000 have been made to Mr. Gibson and Mrs. Froom, respectively.

Will the Noble Lord answer the second and third parts of my question, as to the nature of the services and how the amount was arrived at?
