asked the Minister of Agriculture whether he will take steps to make it obligatory that all foreign-owned fishing vessels landing catches in England shall bring a manifest filled up after the fish is on board and viséd by the British Consul at their port of departure?

I am informed that such an obligation could not be imposed upon foreign fishing vessels without legislation, and I am not aware of any advantage likely to accrue which would justify me in introducing such legislation.
