asked the President of the Board of Trade whether he has received a communication from the Association of British Creditors of Russia with reference to a complaint by Messrs. R. and T. Elworthy that they have been robbed by the Government of the Ukraine, and had no hope of redress, as His Majesty's Government has not recognised that Government, and the Soviet Government of Russia, though it practically controls such (Ukraine) Government, repudiates any responsibility for its acts on the score of its pretended independence; and, if the facts be as stated, what redress, if any, is open to British subjects robbed and defrauded by the so-called Government of fragments of the lost Russian Empire?

The answer to the first part of the question is in the affirmative; a copy of the communication has been sent to the British Delegation at Genoa, who will no doubt take it into consideration in connection with the negotiations which are now taking place.
