Mr. WOODIt is not proposed to issue a public loan for the development of Tanganyika Territory. The second portion of the question, consequently, does not arise.
§ Colonel WEDGWOODAre we not charging against Tanganyika Territory, which is a mandated territory, the Grant-in-Aid that we were forced to make to that territory, either last year or this year, in order to make both ends meet?
Mr. WOODIf my hon. and gallant Friend means by that the Treasury Grant-in-Aid, the interest upon which is chargeable against Tanganyika Territory, that is so.
§ Colonel WEDGWOODIs it within the scope of our Mandate to make this mandated territory accept a loan from the British Government?
Mr. WOODI think it is evidently within the scope of the Mandate to invite the mandated territory to charge its revenue with something which is obviously in the interest of the mandated territory.
