asked the Parliamentary Secretary to the Ministry of Transport whether the Departmental Committee promised to be set up by his Department last year on the Second Reading of the Metropolitan Water Board and Thames Conservancy Bills has yet been appointed; if so, who are the members; what is the reference to the Committee; and if any date has been fixed for the Committee's Report?

This Committee has not actually been appointed, but I am glad to say that Lord Newton has consented to act as chairman, and my hon. Friend the Member for Rushcliffe (Mr. Betterton) and Mr. Etherton, the Town Clerk of Liverpool, have agreed to act as members. Representatives from the Ministry of Health and from the Ministry of Transport will also be members. The terms of reference are, shortly, to inquire into the revenue and expenditure of the Thames and Lee Conservancies; to recommend what, if any, additional sources of revenue could be brought into contribution; and as a result of any recommendations, what modifications, if any, are desirable in the constitution, powers, or duties of the Conservancies.
