asked the Secretary of State for India whether he can now inform the House why it is that no proceedings have been taken against Mr. Gandhi in respect of his; treasonable and seditious speeches, in which he has urged civil revolution and non-co-operation on the part of soldiers and Government officials, especially having regard to the fact that the Ali brothers have been prosecuted and convicted for similar conduct?

With the permission of my hon. Friend, I propose to deal with this matter in this evening's debate.

Can the right hon. Gentleman say whether the Government of India in dealing with all these cases act in accordance with the law or in accordance with expediency?

Mr. MONTAGU

If my hon. Friend would wait a very short time, I propose to deal with the matter very fully in speaking on the Amendment to the Address.
