asked the Secretary of State for India whether the Indian Government Act of 1919 does or does not render the appointment of a commission to report on the working of the recently introduced reforms inadmissible without further express legislation in that behalf?

I do nut read Section 84A of the Government of India Act, which makes provision for a statutory commission of inquiry, as necessitating any further legislation for the purpose of appointing such a Commission or empowering it to perform its functions.
