§ Mr. AMERYProposals for effecting the reduction of surplus officers of the fighting services are now being considered, and it is hoped that a decision will 'be reached shortly. As regards the second part of the question, the postponed promotions to the rank of Commander have now been announced. There is no reason to anticipate the recurrence of a similar delay in announcing promotions.
