90. Mr. GILLIS

asked the Postmaster-General whether he is aware that a sorting clerk and telegraphist employed on postal duties in the general office at York has recently been promoted over 24 of his colleagues; whether he is aware that this officer has had no experience as acting overseer on postal work, but has, on the contrary, been limited to one duty of a clerical character; that many of the men passed over have performed the highest duties with every satisfaction to the local administration, and have had much greater service and experience than the officer who has been selected; and whether, in view of the dissatisfaction with this and previous promotions which have taken place at York, and to the effect upon the moral of the service, he will take steps to prevent the selection of junior officers in preference to men of experience, long service, and tried efficiency?
