§ 44. Mr. PENNEFATHERasked the Prime Minister if his attention has been, drawn to an appeal by the American Federation of Labour to organised labour in this and other countries to unite against the ruthless persecution and slaughter of labour unionists in Russia; and will he await the result of this appeal before committing this country to any course which would imply recognition of the Soviet Government, against which organised labour in Russia is in revolt, so far as is possible under the circumstances which exist there?
