§ Mr. KELLAWAYAs has already been stated, instructions have been given for the publication of the Mandates, and they will be in Members' hands at an early date. After hon. Members have had an opportunity of examining them, perhaps 1577 my hon. Friend will address a question to the Leader of the House in regard to their discussion.
