Lieut.-Commander YOUNGI regret that I have no precise information on the subject, but I should estimate that the number of second division and assistant clerks in the Civil Service on the 1st October, 1919, who had failed to pass the efficiency bars in their respective scales would not exceed 2 or 3 per cent.
