asked the Prime Minister whether His Majesty's Government has been officially informed of the terms of the recently concluded Franco - Belgian military treaty; and whether His Majesty's Government was consulted with regard to this treaty?

Before the right hon. Gentleman replies, may I ask whether any treaty can be concluded between France and Belgium prior to it being brought before the Parliaments of those countries; and if, under those circumstances, it is advisable for any foreign and friendly Power to criticise their action?

Mr. BONAR LAW

I can only say that I am sure it is not advisable to criticise their action, but I am able to answer the question without doing so. The answer to both parts of the question is in the negative.

May I ask whether the right hon. Gentleman considers that a question asking about the terms of this Treaty, or His Majesty's Government's knowledge of it, is in any way criticising friendly Powers?
