§ Mr. SHORTTNo official bulletins are issued, though it has been necessary to answer certain inquiries made by newspapers, and so prevent or stop the circulation of unfounded reports. I have no power to prevent the friends of a prisoner from making any statements they choose to newspaper reporters.
