How many of the Member Countries in the United Nations can, by British standards, be described as having properly and freely elected Constitutional Governments.

There are 131 Member States in the United Nations, each with distinct political institutions of its own. Objective criteria which would enable Her Majesty's Government to make the calculation requested by the noble Lord do not exist.
