29 Schedule 2, page 29, line 44, leave out from 'or' to 'such' in line 45 and insert 'for such other purposes as may be specifies in regulations. (2A) Purposes may only be so specified with a view to the authorisation of projects of research which increase knowledge about the creation and development of embryos, or about disease, or enable'.

My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 29. Amendment 29 would have the effect of removing from the authority the general power the Bill currently gives the authority to grant research licences for purposes which are not specifically mentioned in Schedule 2, paragraph 3(2)(a) to (e). It would replace it by a regulation-making power which enabled the Secretary of State to make regulations specifying additional purposes for which the authority could grant research licences provided that those purposes related to research project; which increase knowledge about the creation and development of embryos or about disease, or enable such knowledge to be applied.
