My Lords, I beg to move the third Motion standing in my name on the Order Paper. This Motion perhaps requires a short explanation. As your Lordships will be aware, the Aircraft and Shipbuilding Industries Bill has been referred to the Examiners. In view of the importance of this reference and its legal complexity, I thought it right to seek the agreement of the House to the appointment of my own counsel, Mr. Talbot, and Mr. Speaker's counsel, Sir Robert Speed, as Examiners. Both counsel have been approached and both have agreed to serve as Examiners. I understand that if the House agrees to this Motion, similar arrangements are contemplated in another place. I have also added in the words of my Motion the Commons Examiner, Mr. Scott, who has not yet been officially appointed by this House, and the Lords Examiner, Mr. Graham, for the sake of completeness.
