asked the Secretary of State for Wales whether he will issue a circular to local authorities in Wales reminding them of their responsibilities under the Chronically Sick and Disabled Persons Act.

Mr. Gibson-Watt

No, Sir. General guidance has already been issued to local authorities and they are fully aware of their responsibilities.

Mr. Jones

Is the hon. Gentleman aware that many groups of disabled persons throughout Wales feel that the Act is not being implemented, that some local authorities feel that they are unable to finance its implementation, and that some further guidance is necessary if our disabled are to receive the advantages which they believed the Act was intended to give them?

I understand the hon. Gentleman's concern. General guidance was provided to local authorities in August, 1970, and information about the performance of local authorities in implementing Section I has been requested by 1st May, 1972.
