Order read for resuming adjourned debate on Question [2nd July]: That an humble Address be presented to Her Majesty, as follows: Most Gracious Sovereign, We, Your Majesty's most dutiful and loyal subjects, the Commons of the United Kingdom of Great Britain and Northern Ireland, in Parliament assembled, beg leave to offer our humble thanks to Your Majesty for the Gracious Speech which Your Majesty has addressed to both Houses of Parliament.—[Mr. Blaker.]

Mr. Speaker

I understand that the general feeling is that the topic of debate today will be home affairs, especially Northern Ireland and the question of immigration. That does not prevent any hon. Member from raising whatever topic he wishes to and which it is appropriate to debate on the Gracious Speech.

I remind the House that there are many right hon. and hon. Members who wish to speak in the debate and that a long speech debars somebody else, who has an equal right to speak, from taking part in the debate.
