25. Mr. Lubbock

asked the Minister of Health if he will consider recommending changes in the present Nurses and Midwives Whitley Council in order to include representation for enrolled and senior enrolled nurses.

Mr. K. Robinson

Under the constitution of the Nurses and Midwives Whitley Council the composition of the staff side of the Council is a matter for that side, and I have no power in the matter.

Mr. Lubbock

I am very well aware of that, and that is why I framed my Question in this way. Will the Minister see that he recommends this to the Nurses and Midwives Whitley Council? Has he not some influence through the representatives whom he appoints to the Nurses and Midwives Whitley Council? Does he consider it fair that the National Association of State Enrolled Nurses does not have a single representative on the Council?

Mr. Robinson

In that case it is a little surprising that there have been no representations to the Minister by the National Association of State Enrolled Nurses about its representation on the Council.

Mr. Lubbock

Because the Minister does not have any power. Does not the right hon. Gentleman realise that the reason why the National Association of State Enrolled Nurses has not made any such representations to him is that he does not have this power?

Mr. Robinson

I have already said that I do not have this power. I do not know what the hon. Gentleman is asking me to do. I have told him that this is a matter wholly for the staff side to determine. It would be quite wrong for me to intervene in the matter.

Dame Irene Ward

I wonder whether the right hon. Gentleman would also look at the management side, because the Whitley Council has operated very unfairly on the nurses through the management side. Would he also suggest to the hon. Member for Orpington (Mr. Lubbock) that, as I am a vice-chairman of the National Association of State En-rolled Nurses, if the hon. Gentleman likes to talk to me I will "have a go" with him?

Mr. Robinson

I am sure that the hon. Member for Orpington (Mr. Lubbock) will respond to that invitation. As the hon. Lady will understand, the first part of her supplementary question does not arise out of the Question on the Order Paper, but if she likes to put down a Question I will certainly consider it.
