HC Deb 14 April 1953 vol 514 c10
11. Mr. Grimond

asked the Secretary of State for Scotland if he will introduce legislation to allow of empty buildings being exempted from rates without the roofs being removed.

Mr. J. Stuart

I would refer the hon. Member to the reply given to a similar question asked by the hon. Member for Stirling and Falkirk Burghs (Mr. Malcolm MacPherson) on 10th March.

Mr. Grimond

Can the Secretary of State give an assurance that, if there is a general review of the Scottish rating system, he will see that it is tackled, because this practice leads to unsightly buildings being left standing?

Mr. Stuart

I will certainly give the hon. Gentleman that assurance in any review of the rating system. If he has specific cases which he would like to bring to my attention, I should be glad to consider them.

Mr. John MacLeod

Is the Minister aware that many tourists visiting the region say what a great scar these unsightly houses without roofs are against the magnificent Highland scenery and that some action should be taken about them?

Mr. Stuart

I have not seen the scars to which my hon. Friend refers and I am not aware of any number of cases of this nature in recent years, but I will gladly consider any cases in the future.

Mr. Stokes

May I ask whether the Secretary of State is aware that, if he rated siting values, he would get out of this difficulty?
