28. Mr. Gammans

asked the Secretary of State for the Colonies whether he is aware that by the judgment of the Supreme Court of Mauritius the proceedings of the Legislative Council of the Seychelles on 16th November, 1948, including legislation passed thereat, have been declared invalid owing to the failure of the Governor to nominate a second unofficial member; what action he now proposes to take; what costs have been incurred to date over the legal actions in the courts; and on whom those costs will fall.

Yes, Sir. It is proposed to introduce a Bill into the Seychelles Legislative Council to validate the proceedings of the meeting held on 16th November, 1948, and the legislation passed thereat. The costs payable by the Government of the Seychelles are estimated not to exceed £135. The costs payable by the private parties to the proceedings are not known.

How much longer is this sordid and squalid administration to be tolerated in the Seychelles; and why does not the Secretary of State do something to restore the good name and the dignity of the Colonial Office?

On a point of Order. Is it in Order for the hon. Gentleman to make constant attacks on the integrity and efficiency of a Governor?
