69. Mr. Symonds

asked the Minister of Health if he will issue regulations to ensure that when a local health authority makes an arrangement with a voluntary organisation for the carrying out of its duties under the National Health Service Act, 1946, the pay and conditions of any full-time employees of that voluntary organisation shall be not less favourable than those of direct employees of the local health authority engaged on similar work.

Mr. Bevan

I should myself like to achieve this result but the whole matter which is under consideration is not entirely my direct responsibility and I cannot make any promise.

Mr. Symonds

Will my right hon. Friend look into the matter with particular attention to the ambulance service?

Mr. Bevan

As I have said, I should like to achieve that result. I think that we should await what may happen and deal with it when the problem arises.

In view of the importance of this matter and the concern which is felt among employees of these organisations, could the right hon. Gentleman publish a White Paper or make some statement when he is in a position to do so?

Mr. Bevan

I cannot understand why concern should exist, because local welfare health authorities are entitled under the Act to employ these voluntary organisations. This is a question about the conditions under which they are employed. A White Paper from me would be of no use at all, because these are free contracting parties.

Earl Winterton

I am sure than the right hon. Gentleman will be sympathetic towards this case. Surely, he can give some indication of his views without improper interference with the prerogative of local authorities?

If the noble Lord will look at my answer, he will see that I said that I should myself like to achieve the results stated in the Question.
