Besides the United Kingdom, the following are represented: Canada, the Commonwealth of Australia, New Zealand, the Union of South Africa, and India. Newfoundland, Southern Rhodesia and Burma are represented by observers. The United Kingdom delegation includes the representative of the Secretary of State for the Colonies.
