I want to raise a point on this Motion, and I apologise for not having given my right hon. Friend any more notice of it in advance. In peace time, when there was any prospect of any crisis there was always a proviso that, during the Recess usually I think in the case of the long recesses but also in the case of short recesses, by which Mr. Speaker's predecessor in the Chair had power to call the House together. I do not ask my right hon. Friend to insert such a proviso in this Motion, but the point seems to be one for consideration whether the same power should not exist to-day even in the case of a short Adjournment when there might be circumstances in which it would be desirable to recall the House.

I can assure the Noble Lord that that power does exist now.
