asked the Secretary of State for Air how many flight-lieutenants have been employed on elementary flying training instruction for more than two years; and how many have been promoted to squadron-leader?

The number of officers who have been employed as elementary flying instructors for more than two years in the rank of flight-lieutenant is 117. Of these, 109 have been promoted to squadron-leader.

Are these new squadron-leaders war substantive or are they merely acting?
