5. Sir William Davison

asked the Secretary of State for Foreign Affairs what steps are being taken to replace the German experts, engineers and technicians who have just been removed from Afghanistan by British experts, technical advisers and instructors, with a view to furthering the country's economic development?

Mr. Eden

It is entirely a matter for the Afghan Government to decide how they will replace the German experts. His Majesty's Minister at Kabul has offered the Afghan Government assistance in finding experts if required.

Sir W. Davison

Would not the British Government do well to follow the practice of the Germans in this matter? The Afghan Government undoubtedly need expert advice in the development of their country.

Mr. Eden

I think that our method is better. The Afghan Government are an independent government. If they ask for help, of course we will give them all the help we can.

Mr. Charles Williams

Ought we not to be grateful to the Afghan Government for the steps they have already taken, which are most favourable to us?
