§ Mr. E. BrownI know of no new considerations which affect the main conclusions set forth in the full statement by my predecessor circulated in the OFFICIAL REPORT of nth July, 1940. As stated therein, arrangements have been in force for the issue of photograph-bearing cards to certain classes of persons; and the extension of these arrangements in similar circumstances is constantly under review.
