asked the Minister of Health whether he is aware that certain clubs and hotels in the West End of London are getting reductions in their rating assessment on the ground of war conditions, reduction of rent and loss of trade, while small shopkeepers in identical circumstances are being refused such rate reductions; and what steps does he propose to take to ensure that equal treatment is accorded to all trading concerns in this matter?

No, Sir. Questions of assessment are for determination in the first instance by the local authorities and, in the event of appeal, by the courts, and I have no authority to intervene.

Mr. Gallacher

In view of the difficult position of these shopkeepers, will not the Minister issue a statement encouraging rating authorities to reduce the assessments?
