asked the Minister of Health whether he will consider advising local authorities, especially in view of the difficulty experienced by many people in paying both rent and rates, to postpone or not to insist until after the war on all work on existing houses which is not absolutely necessary, such as the enforcement of separate communication water pipes instead of joint pipes which are now in perfect order, serving such houses to the satisfaction of the tenants?

I believe that local authorities, in the exercise of their powers in respect of existing houses, are in general taking into account the special circumstances arising from the war, and I doubt whether it is necessary or desirable for me at present to take the course suggested by my hon. Friend.
