I beg to move, in page 13, line 8, after "Act," to insert: except the provisions of the Section (Provision as to Northern Ireland) This Amendment is really consequential upon the new Clause which stands in my name. They are both required for the reason that matters arising from a state of war are a reserved subject under the Government of Ireland Act, and, therefore, we must make it clear that the Government of Northern Ireland have power to legislate in this matter if they so desire.
