asked the Home Secretary whether he will consider, in the interests of public safety and home defence, the prohibition of all motor traffic on main roads after midnight, except by special permit?

The permits which it would be necessary to grant in the public interest would be so numerous that I doubt whether any useful purpose would be effected by such a prohibition. I will, however, bear the suggestion in mind, in consultation with my right hon. Friend the Minister of Transport.
