asked the Minister of Health whether any instructions have been issued to local authorities to supply institutions and householders with necessary window glass or a substitute for the immediate repair of air-raid damage; and is it proposed to make a charge for such necessities?

Mr. Elliot

The statutory provisions governing assistance in repairing war damage are contained in the Housing (Emergency Powers) Act, 1939, and the Essential Buildings (Repair of War Damage) Act, 1939. I issued circulars on the subject to local authorities in August and September last, and I am sending my hon. Friend copies. Under the Acts referred to local authorities can in proper cases repair, or assist in repairing, houses and other essential buildings and any expenditure incurred may remain as a charge on the premises until the end of the war.
